Gift certificates have been around for as long as I can remember. It's only natural for places of commerce to offer gift certificates nowdays. Why this is being credited to iTunes is rediculous. I'm assuming that many people don't buy online due to fear - this would limit financial risk to whatever amount is the limit on the card. Pay Pal? You've got to be kidding me.
